Issue description
Implement a minimal brush (sizable at least) when My Paint is not installed.

A message in the tool option panel could be also displayed to inform users that more brush are available installing My Paint.

Since commit 9cf397b33bd0ba9752ffb4953c05fb34a194d472 we should be able to deliver the mypaint brushes directly with Synfig. We might need to check the licenses of the brushes first before we add them to Synfig. I believe that should satisfy this request so that we can close it.
