Issue description
Unnecessary and unneeded Active Point data is being created all the time in Synfig Studio - this increases the file size and eventually makes the time-line confusing to look at and understand.

Using development version 64-bit deb downloaded from Synfig website on Kubuntu 14.04 64-bit.

Built with: ETL 0.04.18 Synfig API (006000) Synfig library 47 GTK+ 2.20.1 GNU G++ 4.3.2

Using: Synfig 0.65.0 GTK+ 2.24.23
Steps to reproduce this issue
  1. Open Synfig
  2. Add a keyframe at 2s
  3. Draw a shape using the Spline Tool
  4. In the keyframe panel, on the Length column change the position of the 2s keyframe to 1s 14f
  5. Notice that Active Point Markers have appeared for all vertices in the shape
