Issue description
We need to make sure that toolbar buttons (in the Layers panel, etc.) always displayed without captions.

Fix should be applied for OSX, Windows and Linux.

I am working locally on a branch to improve toolbar design following the design posted at our forum, and there is already a fix included

Hi, Yu! Just a quick note about the topic: Most probably the solution is to add "gtk-toolbar-style=GTK_TOOLBAR_ICONS" into gtkrc file and ship this file with the package. (though, maybe that could be forced from within the code). ^__^
