Issue description
When using a circle / rectangle / stars ... tools, the tool options panel allow to create multiple layers at the same time (region / outline / plant ....), that's great.

But, also allow to deselect all of them. That's not great.

The Tool Options panel should forbid to do that and always kept at least one kind of layer selected.
