Issue description
On OS X it is not possible to reorder or drag a layer into another layer in the layer pane.

I use OS X El Capitan on iMac 27" Late 2015. On Windows this works as it should.
Steps to reproduce this issue
drag a layer and try to drop at it at desired location, but the layer will not be changed.
