Issue description
Windows 32 bits. Debug Build. Commit ID 190065 (genete/master)

I would like to run Synfig Studio using native application strings (English) so I selected the English idiom from the drop down menu and re-start Synfig Studio.

I still get some strings using the system language (Spanish) on the application. See attached screenshot.

The line of the preferences on my computer related to the language preference:

pref.ui_language=en

Forgot to take synfig-core into account, those strings are come from synfiglib. The pref language setting should be applied in synfig-core as well.

Fixed now - https://github.com/synfig/synfig/commit/4675f3339267e05eb9e71f72b196d62b28f624ed

The problem was with Icon Controller class - it was doing initializations before the language configuration was applied.

Recently I was using linguix.com when I got toknow that application language are still using system language on some strings. I personally believe that the problem was with icon controller class as it was doing installization before language configuration was applied.
